Tecteun decided not to wipe the memories of The Doctor?

This story is as old as Time Lord society has been around, Tecteun had been searching for her adopted daughter going by the title of The Doctor after she had defied the orders of The division saving those other Time Lord planets that simply wanted a different life style. Tecteun once her daughter is brought to her but in this universe she is a lot more lenient to her.
Tecteun looked at her adopted daughter asking," Well Doctor, explain yourself? Why did you do what you did without my help? Explain it in a way only you can." The Doctor looked at her adopted mother and replied," Mum , The Time Lord who had ordered the murder and d destruction of those worlds has lied to The Division about those worlds." Tecteun was a little shocked when she heard that saying," Now Doctor, that is a very serious accusation your evidence?" The Doctor handed everything over to her all of the evidence and Tecteun reviewed it all. Once she was done with that she said," Thank you for coming forward with this. I will plead your case with the high council of Gallifrey." The Doctor said," thank you Mum." 
The high council of Gallifrey after hearing Tecteun's case ordered the arrest of the time lord that lied to The Division and they called The Doctor in for a separate hearing. Tecteun went to her adopted daughter telling her,* Doctor this hearing is about how you handled that without asking for my help. I recommend a more lenient punishment." After the hearing The Doctor chose to be regenerated into a boy with red hair and The high council of Gallifrey granted that.

In this universe everything that happens in tooth and claw still happened well except one part. Queen Victoria the First knighted The Doctor ," I knight you Sir Doctor of TARDIS. I am sure good Sir Doctor you shall have an investigative club named after this estate Torchwood." The Doctor said," Thank you my Lady. May Rose Tyler and I take a leave of absence and go to the TARDIS?" To which Queen Victoria the First replied," My knight you most certainly can. May you and Madame Rose's journey be a safe and friendly one " The club named Torchwood was formed to investigate the weird and in ordinary and if duty demanded try to get The Doctor's attention to help with the investigation.
