The Doctor and Susan had stayed on Gallifrey?

In this universe The Doctor and Susan instead of leaving Gallifrey for boredom sake and stealing a TARDIS to Run away they stayed on Gallifrey.
The Doctor and his granddaughter Susan had a discussion about what they were going to do. The Doctor said," Susan my dear, I have heard of the things that we have been called to witness What is you're hesitation dear?" Susan replied," Grandfather, what it we discover something unpleasant and it changes how we view Gallifreyan society?" The Doctor replied," Then we will take on those issues on one at a time my dear." 
The high council of Gallifrey after making a verdict on the information that everyone on Gallifrey should know it.
The Doctor and Susan were first shown everything about the timeless child and it's implications for Time Lord power. The Doctor said," I harbor no ill will towards this Tecteun nor anyone else on Gallifrey." Susan on the other hand said," I would very much like to meet this woman Tecteun. I would give her a piece of my mind who does she think she is?!?!?!?" She then ran  away and went back to the academy to finish up her last year in the academy and The Doctor went on to get a seat on the high council of Gallifrey in pursuit of reconnecting the division to Gallifrey.

In this universe everything that happens in tooth and claw still happened well except one part. Queen Victoria the First knighted The Doctor ," I knight you Sir Doctor of TARDIS. I am sure good Sir Doctor you shall have an investigative club named after this estate Torchwood." The Doctor said," Thank you my Lady. May Rose Tyler and I take a leave of absence and go to the TARDIS?" To which Queen Victoria the First replied," My knight you most certainly can. May you and Madame Rose's journey be a safe and friendly one " The club named Torchwood was formed to investigate the weird and in ordinary and if duty demanded try to get The Doctor's attention to help with the investigation. Tecteun decided not to wipe the memories of The Doctor?

This story is as old as Time Lord society has been around, Tecteun had been searching for her adopted daughter going by the title of The Doctor after she had defied the orders of The division saving those other Time Lord planets that simply wanted a different life style.
